Norway to impose zero-emissions rules on cruise ships by 2032

The Norwegian government will require cruise ships to operate with zero emissions by 2032 to sail its World Heritage fjords

The requirement will apply to vessels under 10,000 gross tonnes from 1 January 2026. Larger ships will have until 1 January 2032 to comply to allow more time for the development of sufficient technology.

“The requirement for zero emissions will contribute to technology development, lower emissions and secure the world heritage fjords as attractive tourist destinations,” said climate and environment minister Andreas Bjelland Eriksen.

The western Norwegian fjord landscape, which is one of eight Norwegian areas on the UNESCO World Heritage List, includes Nærøyfjorden, Aurlandsfjorden, Geirangerfjorden, Sunnylvsfjorden and Tafjorden.

The Norwegian government praised the cruise industry for contributing to value creation along the coast, but raised concern over the sector causing “large” greenhouse gas emissions and pollution.

“The introduction of zero emission requirements will both drive technology and contribute to the development of zero emission solutions, which will benefit the entire industry,” Eriksen said.

A gradual phasing in of the requirement is necessary, he continued, as sufficient technology does not yet exist for larger ships. To support development, the Norwegian government will help fund onshore power installation in Flåm.

Norway on track to ‘solve’ emission problem

“It has been important for me to find a solution that follows up the Storting’s decision on zero emissions in the world heritage fjords, stimulates technological development, takes into account tourism in the ports of call and provides sufficient predictability for the industry. I believe we have now succeeded in this,” added Eriksen.

Last year, Hurtigruten Norway unveiled early concepts for its first zero-emission ship, which is set to launch in 2030.
